Pre-Purchase Renovation Checklist Ireland: What to Check Before You Buy

A low asking price does not establish a renovation budget. Before committing to a vacant, derelict or dated Irish home, separate three questions:
- Can and should I buy it? Your solicitor, selling agent and any licensed buyer representative deal with the purchase process.
- What is its independent condition? An appropriately qualified engineer or surveyor deals with structural and professional condition opinions.
- What renovation am I proposing? A renovation contractor can help define work packages, sequencing, access and price-sensitive unknowns.

Documents to ask for
The exact documents depend on the property, but useful starting material includes:
- the sales listing, address and Eircode;
- BER certificate and advisory report where available;
- planning reference numbers and drawings;
- maps, boundaries and title information for your solicitor;
- previous engineer, septic tank, well or drainage reports;
- information on extensions, attic conversions or changes of use;
- evidence relevant to any vacant or derelict property grant.
The CCPC's research on Irish residential purchases highlights the information gap buyers face before making an offer. Its report describes a high-value market in which the buyer-beware principle remains important. Read the CCPC report and appoint your own independent advisers.
Visible renovation work to review
A contractor walk-through can record visible items such as:
- roof finishes, gutters and obvious water entry;
- damp staining, mould and failed ventilation;
- windows, external doors and insulation opportunities;
- internal layouts, ceilings, plaster and floors;
- kitchen and bathroom replacement scope;
- accessible routes, stairs and restricted work areas;
- apparent age and route of heating, plumbing and wiring;
- parking, waste removal and material access.
Visible condition is only part of the story. Concealed structure, drainage, foundations, asbestos, title, planning status and service capacity may require separate investigation.
Turn unknowns into a risk register
An early estimate becomes misleading when every unknown is silently treated as “fine”. A useful pre-purchase note instead lists:

Ask for ranges only where the scope supports them
Before purchase, access may be limited and finishes may not be selected. A contractor can identify likely work packages and high-risk unknowns, but a fixed quote normally needs measurements, specifications, professional reports and adequate access.
Do not compare a fully scoped construction quote with a quick number that excludes structure, services, waste, regulated trades, tax or professional work.
Keep the purchase and renovation roles separate
Under Irish law, providing or advertising regulated property services without the relevant PSRA licence is prohibited. WEPRO therefore does not search listings for a buyer, contact sellers on the buyer's behalf, arrange viewings, submit offers or negotiate a purchase.
